I have listened to all the arguments put forward on this blog today and noted that neither party has, as yet, received any votes. My observations are these:
- The owner of this property is known to be the owner of the Blog. Fred is an official resident at the address. Therefore, the rights to ownership of the garden rest on the side of Fred.
- Bill has lived in this garden for some time now and, as such, has squatters rights. Therefore, Bill is entitled to live in this garden.
- Fred has, indeed, declared that he is happy to live alongside Bill. Bill, on the other hand, has declared that he finds the relationship less than satisfactory.
Bill, you have to decide whether you are happy to live in this garden on Fred's terms. If not, I suggest that you find alternative accommodation.
Fred, I would suggest, that if Bill decides to remain in residence, you make every effort to leave him in peace, however tempting the alternative may be.
That is all.

I voted! But it was to sit on the fence, as I think they should learn to live in harmony. :-)
A wise vote indeed.
